Toby is an engagement expert having held a number of high profile frontline political roles and possessing a communications background prior to that. He believes passionately that meaningful consultation and engagement can unlock benefits for both industry and communities.

He has worked alongside Rt Hon Chris Skidmore MP, the author of the Independent Review into Net Zero. He served as an inaugural Vice Chair of the Western Gateway Pan-Regional Partnership, a Vice Chair at the Local Government Association, Combined Authority member and Leader of South Gloucestershire Council – one of the fastest growing parts of the country outside of London.

Toby’s professional background is in communications and as a researcher in local government, planning and housing.
